The Auditor of Public Accounts (APA) is the legislative external auditor for the Commonwealth of Virginia’s executive and judicial branches. We serve Virginia citizens and decision makers by providing unbiased accurate information and sound recommendations to improve accountability and financial management of public funds. Associate Information Security Auditors are responsible for planning and performing technical audits of various technologies, including databases, operating systems, web applications, and network infrastructure devices of state agencies and institutions of higher education by collaborating in a hybrid work environment at the client site, in-person in the Richmond office, and remotely from home. Position Details
  • Obtain an understanding of the audit objectives and concepts
  • Perform assessments related to enterprise risk management, contingency and disaster recovery planning, and agency information security programs
  • Ensure that audit programs and testwork are documented and performed in accordance with applicable
    auditing standards
  • Demonstrate critical, analytical, and creative problem-solving skills, and sound professional judgement
  • Maintain a questioning state of mind and exercise professional skepticism in gathering and evaluating
    evidence
  • Demonstrate an understanding of materiality/significance and how it applies to the audit
  • Independently manage workload of assigned audits to ensure completion within budget and meet deadlines
Minimum Requirements
  • Information Technology (IT)-related bachelor’s degree
  • Demonstrates an understanding of database management systems, operating systems, perimeter protection systems, web application architectures, and network infrastructure technologies
  • Strong verbal and written communication skills
  • Strong analytical skills
  • Ability to prioritize and manage multiple projects concurrently
  • Working knowledge of Windows and Microsoft Office software, including Word & Excel
  • Occasional overnight travel requires a valid driver’s license and ability to provide own transportation
  • U.S. citizen or permanent resident and must pass a background check

We are seeking a mission-driven individual eager to make a difference in the Commonwealth with a Richmond Top Workplace employer. The Auditor of Public Accounts (APA) is the legislative external auditor for the Commonwealth of Virginia’s executive and judicial branches.  Our mission is to serve Virginia citizens and decision makers by providing unbiased accurate information and sound recommendations to improve accountability and financial management of public funds.  Directors oversee financial, performance, and compliance audits of state agencies and institutions of higher education by collaborating in a hybrid work environment.  In addition to audit oversight, Directors lead a team over a specialized area at the APA.  This Director will oversee APA’s Capital Asset Reporting (CAR) Team.

The CAR Team consists of 7 to 9 members and is responsible for developing audit resources to assist APA with ensuring Commonwealth agencies and higher education institutions have effective internal controls surrounding the accounting and financial reporting of capital assets.  Capital assets include, but are not limited to, land, construction in progress, buildings, infrastructure, equipment, inventory, library books, intangible assets, leases, and subscription-based information technology arrangements.

Position Details
  • Demonstrate technical knowledge with the ability to effectively direct audit engagements in accordance with AICPA and GAO audit standards
  • Demonstrate an understanding of the audit risk assessment process and internal controls to develop effective and efficient audit plans
  • Review audit working papers, develop reports, and communicate results to those charged with governance
  • Develop and maintain tools and provide relevant training to effectively mitigate audit risk surrounding the financial reporting, control, and management of capital assets at Commonwealth agencies and higher education institutions
  • Identify and disseminate innovative approaches, including the use of analytical procedures, for auditing the accounting and financial reporting of the Commonwealth's capital assets
  • Assist the Reporting and Standards Team in responding to exposure drafts of new accounting and auditing standards related to capital assets and incorporate new standards into all audit tools
  • Contribute to the professional growth of audit staff through training plan development and periodic performance evaluation
  • Collaborate with the Auditor, Deputy Auditors, and other Directors on strategic plan initiatives as applicable
  • Demonstrate critical, analytical, and creative problem-solving skills, initiative, and sound professional judgment
  • Independently manage workload of assigned audits and specialty team responsibilities while meeting established deadlines in a team-oriented environment
  • Contribute to a positive and professional workplace culture
Minimum Requirements
  • Bachelor’s degree in accounting or related field from an accredited four-year college or university
  • Active Virginia Certified Public Accountant (CPA) license
  • 5+ years of progressive audit and leadership experience
  • Technical knowledge of auditing and governmental accounting standards
  • Strong oral and written communication skills
  • U.S. citizen or permanent resident

Preferred Qualifications:

  • Knowledge of legislative and governmental processes, preferably Virginia government
  • Experience presenting audit results to those charged with governance
  • Involvement with external professional organizations (committee/leadership roles)
