This publication includes data for localities that have submitted their fiscal year 2024 financial data to our Office as of February 15, 2025. This report does not include data for 49 localities that are delayed with submitting the required fiscal year 2024 financial reporting information. In accordance with § 15.2-2510 of the Code of Virginia, all cities and counties, and towns meeting the statutory reporting threshold, are required to file a detailed statement of revenues and expenditures (transmittal data) accompanied by the locality’s audited financial report with the office of the Auditor of Public Accounts (Office) annually by December 15. 

This publication of the 2024 Comparative Report of Local Government Revenues and Expenditures includes the data for those localities that have submitted fiscal year 2024 financial data to our Office as of February 15, 2025. As a result of localities’ reporting delays, this publication represents only a draft version of the 2024 Comparative Report. 

After completion of our review process over the localities' transmittal data and compilation of additional report data, our Office will publish the final version of the 2024 Comparative Report. We anticipate publishing the final report in early April 2025. The final report will include data for missing localities not included in this draft publication provided the localities submit the fiscal year 2024 financial reporting information to our Office in time for our review and final report publication. The final report will also include additional data for on behalf payments made by applicable state agencies, per capita amounts, and demographic information. Update as of February 28, 2025:

The following localities have now submitted their FY2024 reporting information, which will be included in the final 2024 report publication.

- City of Richmond

- Counties of King & Queen, Nottoway, and Patrick

- County of Prince Edward has submitted its audited financial report; but submission of the transmittal data is pending.
